Introduction:
This project takes as platform the National CHS system construction pilot sites project which is launched by State Council urban CHS work leading team in Aug. 2007. It conducts in-depth study on the current CHS operation mechanism and reformation condition to find solutions to the related problems.
The main study and innovation fields include: 1. Exploring CHS management system and separation of income and expenditure; 2. Improving the drug purchase, allocation and zero-profit sale system; 3. Promoting the reformation of appointment and income distribution system; 4. Forming the mechanism of democratic supervision and third party evaluation; 5. Achieving the syntaxes of CHS and medical insurance system; 6. Making innovation on the co-specialization of CHS facilities and public health facilities. At the same time, it sums up the advantages and disadvantages of different modes and provides evidence to the development of CHS in our country, especially non-pilot sites.
The implementation forms of the project includes monographic studies, seminars on demonstrating research results and summing up the reformation mode of operation mechanism, experience exchanging conferences to promote the implementation of research results.
