introduction
Center of National Community Health Development is attached to Ministry of Health China Health Economics Institution. It is a state-level research and administration institution which is directed and managed by Ministry of Health Department of Maternal and Child Health Care and Community Health. The center comprehensively studies on the policy, strategy, regulation, rule and technical issues, providing policy and technical support to the national CHS development.
Ⅰ. Function
1. Organize investigations and theoretical studies, sum up the advanced experiences of CHS development, and provide rationale and practical foundation.
2. Take responsibility of the coordinating work of CHS development under the direction of MoH, assist MoH to conduct national CHS system construction assessment.
3. Carry out works of information consultation and training related to community health, provide professional guidance on the CHS work to cities across the country.
4. Collect, disposal, analyze and manage the information of national community health, participate in the arrangement and construction of National CHS Information System.
5. Organize national and international exchange and cooperation in the related field.
6. Fulfill other works issued by Ministry of Health.
Ⅱ. Sections
Currently, the center is divided into three sections:
This section is in charge of the coordination work, including drawing up rules and working plans, checking and managing the documents, checking on attendance, financial and logistic services of the center.
2. Community health policy research section
This section studies on CHS construction, reformation of operation mechanism, and related policy theory, while promotes the implementation of research findings in the process of policy making. It conducts researches and experts consultations on important policy issues and provides recommendations and evidence to the Ministry of Health.
3. Community health monitoring and assessment research section
Ⅲ. Working field
The center proposes recommendations to concrete problems and provides macro ideas, policy strategies and application concepts to the issues concerning the overall situation and development direction. The main working fields include:
1. Policy study
Do research on the development strategy, planning, model, management and operation mechanism of CHS system; explore the bonding mechanism of community health and primary health care system; provide theoretical and practical evidences to the development of CHS system in our country.
2. Management regulation study
Study on management mechanism and regulation of CHS facilities and workers, including access system, quality management, post arrangement, human resource management and performance management.
3. CHS training
Interpret and disseminate national policies; carry out trainings on CHS appropriate technology and service capacity; promote the experience exchange of different areas.
4. CHS information system development
Participate in the development and standardized construction of national CHS information system; collect, collat3 and analyze the CHS related data; provide technical guidance and manage the operation of national CHS information system.
5. CHS monitoring and assessment
Monitor and reflect the development trend of national CHS system; take responsibility of the economic assessment of CHS technology and provide policy suggestions according to the assessment results.
6. International cooperation
Organize the international cooperation, human resource exchange and trainings related to CHS development; promote the development of CHS in our country with international resource.
