To promote the understanding the themes of FHS2-RPC and to strengthen the communication between IDS team and China team, Professor Gerry Bloom from Institute of Development Study of U.K. was invited to attend the project design meeting of CNHDRC on 7^th March, 2011.

       Professor Gerry Bloom introduced his idea and understanding about the No.2 and No.3 themes of RPC, “Innovation” and “learning by doing”. Also the researcher from China also shared him their thoughts about the 3 themes. There was a hot discussion in the seminar.

      Through the communication, Professor Gerry Bloom thought it reasonable to develop their own Innovation theme based on the big gap within all the countries, since the FHS2-RPC was an open research project and RPC should give each country more individual room to different understanding and exploring. It’s not necessary to limit the use of special concept and terminology. Also it was encouraged to look for the innovation in the practical pilot counties and the behavior to promote the innovation by the project.

      About the “Learning by Doing”, Professor Gerry Bloom thought it necessary to learn related theories and to make the research problem operational and measurable.

      About the “Unlock Community Capacity”, Professor Gerry Bloom recommended the China team to define the range of community based on the practical situation of China.
